The Cook Islands is a self-governing island country in the South Pacific Ocean. It consists of 15 Islands whose total land area is 240 square kilometres (93 sq mi). The Cook Islands Register is considered a flag of convenience by the ITF. Its governed by the Ship Registration Act 2007 and the Maritime Transport Act 2008.
The Cook Islands acts as a free association with New Zealand. In the conduct of its foreign affairs, it interacts with the international community as an autonomous and self-determining state. Located in the South Pacific Ocean about halfway from Hawaii to New Zealand, the Cook Islands has the right to move at any time to full independence by unilateral action, enjoying a British legal tradition and are a member of IMO. The Cook Islands is a member of the Pacific Islands Forum, of which India is an official dialogue partner.
The Cook Islands are party to the STCW with Maritime Cook Islands the authority responsible for administration and implementation of the Convention. Seafarers working aboard any vessel are required to hold a valid Certificate of Competency or Endorsement which comply with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) and Girik institute is approved by the Cook Islands for 5 STCW courses.
